The error "Socket Error #10060 Connection Timed Out" basically always indicates a firewall/proxy/DNS problem.
Please make sure that the firewalls on both client and server allow Password Depot Enterprise Server and client all TCP connections. Please also make sure that the port number used is released explicitly.
Also make sure that all clients and the server are using the same SSL/TLS settings.
It is recommended, if possible, to use an IP address for server address instead of the server name in order to avoid DNS problems.
Please also check for possible port changes or redirects.
