The error "Socket Error #10060 Connection Timed Out" practically always indicates a firewall/proxy/DNS problem.
Please make sure that the firewalls on both the client and server allow the Password Depot Enterprise Server and the client all TCP connections and that the port number used is explicitly released.
Also make sure that all clients and the server are using the same SSL/TLS settings.
It is always a good idea, if possible, to use an IP address for the server instead of the server name to avoid DNS problems.
Also check for possible port changes or redirects.
